Councilman Byron Randolph "Randy" Foley was elected to Salem City Council in May of 2006 and served as Mayor from July 1, 2008 to June 30, 2020.
Foley is the Director of Sales Operations at Beacon HCI, a Salem-based software and services company. He served as a United States Air Force Officer from 1994-2003. Foley graduated from Salem High School in 1987. He attended the University of Virginia on a football scholarship, earning his Bachelor's degree in Government along with a Master's degree in Public Administration. He later earned his Master's in Business Administration from The Citadel in Charleston, South Carolina.
Foley serves on the following Boards and Committees: Comprehensive Economic Development Strategy Committee, Total Action for Progress Board, the Western Virginia Regional Jail Authority (Alternate), the Roanoke Valley Transportation Planning Organization Policy Board (Alternate), and the Roanoke-Blacksburg Regional Airport Master Plan Committee.
Foley and his wife, Nicole, have three adult children and one grandson. Nicole is an interior designer and owner of Foley-Stephens Designs. She also is a realtor with The Real Estate Group.
