The Planning Division is responsible for all planning efforts within the City of Salem, such as the Downtown Plan and the Comprehensive Plan. The division is also responsible for ensuring public input and participation in the planning process.
Planning also manages the activities of the Planning Commission, and handles applications for rezoning, Special Exception Permits (SEP), and other matters requiring the review of the Commission. The review of all plans for development within the City of Salem is coordinated through the office of the City Planner, in partnership with other city departments. Information on the requirements and submittal process for Site Plans can be found below.
The Implementation of the Downtown Plan is coordinated through the Planning Division, and the City Planner is the point-of-contact for Salem’s Façade Grant Program, Community Development Block Grant (CDBG) Program, and funding for the improvement of the streetscape downtown.
The Planning Division also oversees various other long range projects, such as Greenway Planning, Grant Writing, Neighborhood Planning, and the Solid Waste Management Plan.
