All solicitations must be submitted to the City of Salem, Purchasing Department, no later than the given date and time. Any Bid or Proposal received after the closed date and time for submittal, whether by mail or otherwise, will be rejected and returned unopened.

The City reserves the right to waive any informality or irregularity in any solicitation received and to reject any and all Bids and/or Proposals, as it deems in the best interest of the City.

ITB 2020-031 Downtown Streetscape Improvement Project Phase 1A1 UPC 109612


Description:

Sealed Bids for the construction of the Downtown Streetscape Improvements Project – Phase 1A1 (UPC 109612) will be received by City of Salem, Purchasing Department, 114 North Broad Street, Salem, VA 24153 until 3:00 pm local time on July 2, 2020, at which time the Bids received will be publicly opened and read. 

The work of the Project generally consists of demolition and removal of existing concrete and paver sidewalks and other related site and electrical components, constructing new paver sidewalks with sub-grade/sub-base improvements, concrete curb, aggregate base course and asphalt pavement, striping, site lighting and other related electrical components, landscaping, and other streetscape site features and furnishings.

Bids will be received for a single prime Contract.  Bids shall be on a unit price basis. 

Bidding Documents will be sent from issuing office via email: City of Salem, Purchasing Department, 114 North Broad Street, Salem, VA 24153, Attn: Kari Sutphin, Buyer, (540) 375-3063, klsutphin@salemva.gov. Bidding Documents may be obtained from the City of Salem Purchasing Department from 8am-5pm M-F. 

Bidders must be licensed as a Contractor in the Commonwealth of Virginia.  Bids must be accompanied by a bid guarantee as specified in the Instructions to Bidders.  The bidder's attention is directed to the requirements of Title 54.1, Chapter 11, of the Code of Virginia. 

Withdrawal of bid due to error shall be in accordance with Title 2.2, Chapter 43 (2.2-4330, Paragraph B.1)

MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: the President's Executive Order # 11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President's Executive Orders # 12138 and 11625 regarding utilization of MBE/WBE firms; the President's Executive Order 13658 regarding minimum wages on federal funded construction contracts, the Civil Rights Act of 1964, the Davis-Bacon Act, and Section 436 of P. L. 113-76, American Iron and Steel. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin. 

A pre-bid conference will be held at 2:00 pm, June 18, 2020 in the Cafeteria at South Salem Elementary School, 1600 Carolyn Rd, Salem, VA 24153.  Attendance at the pre-bid conference is highly encouraged but is not mandatory. 

Bid security shall be furnished in accordance with the Instructions to Bidders.

ITB 2020-033 Water Service Line Replacement


Description:

The City of Salem, Virginia, is requesting sealed bids from qualified Bidders to provide Residential Water Service Line Replacement to the City’s Water Department in accordance with Invitation to Bid (ITB) # 2020-033.

One (1) original and two (2) copies of the sealed bid will be received at the office of the Purchasing Department for the City of Salem until 3:00 PM on Tuesday July 7, 2020 at which time the bids will be publicly opened and read aloud in City Hall, 114 North Broad Street, Salem, Virginia 24153.

There will be a non-mandatory pre-bid conference held at 10:00 AM on Tuesday, June 30, 2020 in the conference room at the Water Department, 1300 Tidewater Street, Salem, VA 24153.
