Description:

***THE CITY OF SALEM, VA IS HEREBY CANCELLING THIS ITB # 2018-006 ~ CANCELLATION EFFECTIVE 1/8/18***

The City of Salem, Virginia, is requesting sealed bids from qualified and licensed Bidders for the 2018 Downtown Sanitary Sewer Rehabilitation Project, in accordance with Invitation to Bid (ITB) # 2018-006 which includes specifications and drawings prepared by CHA Companies.

There will be a non-mandatory pre-bid conference held at 10:00 a.m., local time, on Thursday, January 25, 2018 at the City of Salem’s Water Treatment Plant located at 1300 Tidewater Street, Salem VA 24153, to answer any questions from interested parties.

Each bid shall be accompanied by a bid security in an amount equal to at least five percent (5%) of the largest amount of which BID is made and, at the option of the Bidder, may be a certified check, bank draft, or bid bond. No bid will be considered unless it is so guaranteed. Certified check or bank draft shall be made payable to the City of Salem. Cash deposits will not be accepted. The bid guarantee shall insure the execution of the Contract and the furnishing of a Performance Bond and a Labor and Material Payment Bond each in the amount of One Hundred percent (100%) of the Contract amount.

One (1) original and one (1) copy of the sealed bid will be received at the office of the Purchasing Department for the City of Salem until 3:00 PM on February 8, 2017 at which time the bids will be publicly opened and read aloud in City Hall, 114 North Broad Street, Salem, Virginia 24153.

ITB # 2018-006A ~ 2018 Downtown Sanitary Sewer Rehabilitation Project


Description:

The City of Salem, Virginia, is requesting sealed bids from qualified and licensed Bidders for the 2018 Downtown Sanitary Sewer Rehabilitation Project, in accordance with Invitation to Bid (ITB) # 2018-006A which includes specifications and drawings prepared by CHA Companies.

This project will be divided into four (4) Contracts.

Contract 1 – Sanitary Sewer Line CIPP Rehabilitation: a Downtown sewer shed system-wide rehabilitation of CIPP lining approximately 23,630 LF of 8-inch to 18-inch sewer line, performing 8 internal point repairs, trimming 75 protruding laterals, and performing CCTV inspections after new manhole installations.

Contract 2 – Sanitary Sewer Line Bursting Rehabilitation:  a Downtown sewer shed system-wide rehabilitation of pipe bursting approximately 4,530 LF of 6-inch to 18-inch sewer line, replacing 37 laterals, and reconnecting 4 laterals.

Contract 3 – Sanitary Sewer Open Cut Rehabilitation:  a Downtown sewer shed system-wide rehabilitation of open cut work to include approximately installing 37 new manholes, replacing 8 manholes, installing 2 cleanouts, performing 32 external point repairs, replacing 306 laterals, and reconnecting 25 laterals. 

Contract 4 – Sanitary Sewer Manhole Rehabilitation: a Downtown sewer shed system-wide rehabilitation of existing sanitary manholes, which approximately includes frame and cover rehabilitation to 114 manholes, raising manhole frame to grade for 4 manholes, cementitious lining of 760 VLF of manhole interiors, and other miscellaneous interior rehabilitation items to 88 manholes.

Bidders are required under Section 54-1.1112 of the Code of Virginia to show evidence of Certificate of Registration before their Bid may be received and considered.  The Bidder shall place on the outside of the envelope containing the Bid, the information required by Section “Instructions to Bidders.”

The qualifications, resources, and experience of the BIDDER in the area of sanitary sewer rehabilitation are considered to be essential for timely completion of this project.

Qualification of Bidder shall also be in accordance with Article 1.3 of Section “Instructions to Bidders.”   Further, the Owner may make such other investigations as he deems necessary to determine the ability of the Bidder to perform the Work, and the Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request.  The Owner reserves the right to reject any Bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Contract and to complete the Work contemplated therein.

The Contracts awarded under this Invitation to Bid are expected to be funded in part from the Virginia Clean Water Revolving Loan Fund (VCWRLF).  VCWRLF requirements are included in Section “Instructions to Bidders,” Section “Project Forms,” and Section “Supplementary Conditions,” and are a condition of this Contract.

In accordance with the Code of Virginia, Section 2.2-4343.1, the OWNER does not discriminate against faith-based organizations or on any other basis prohibited by state or federal law.  The Owner does not discriminate on the basis of race, color, national origin, sex, age, disability, or religion.

The OWNER encourages participation and bid submission from any Disadvantaged Business Enterprises (DBE) and/or Minority or Women Business Enterprise (MBE or WBE) capable and otherwise qualified to perform work defined by this construction contract.

The  Successful Bidder must comply with the Presidents Executive Order #11246, prohibiting discrimination in employment regarding race, creed, sex, or national origin; Executive Orders #12138 and 11625 regarding utilization of MBE/WBE subcontractors in the performance of this Contract; provide certification that they do not or will not maintain or provide for their employees facilities that are segregated on the basis of race, color, creed, or national origin; comply with the provisions of Civil Rights Act of 1964; comply with the President’s Executive Order 13658 regarding minimum wages on federally-funded construction projects; comply with the Davis-Bacon Act; and comply with Section 436 of P.L.113-76 American Iron and Steel Requirements.

RFP # 2018-001 ~ Turf Maintenance


Description:

The City of Salem, Virginia, is requesting sealed proposals from qualified Offerors for city-wide sports and non-sports turf maintenance services, which includes, but not limited to, the application of fertilizers, herbicides and pesticides.

Sealed proposals will be accepted in the City of Salem Purchasing Department, located at 114 North Broad Street, Salem, Virginia 24153, on or before 3:00 p.m., on February 16, 2017, at which time the proposals will be opened.
