All solicitations must be submitted to the City of Salem, Purchasing Department, no later than the given date and time. Any Bid or Proposal received after the closed date and time for submittal, whether by mail or otherwise, will be rejected and returned unopened.

The City reserves the right to waive any informality or irregularity in any solicitation received and to reject any and all Bids and/or Proposals, as it deems in the best interest of the City.

ITB # 2017-023 - Salem Public Library Roof Replacement


Description:

The City of Salem, Virginia, is requesting sealed bids from qualified and licensed Bidders for the removal and replacement of the roof on the Salem Public Library located at 28 E. Main Street, Salem, VA 24153.

There will be a MANDATORY pre-bid conference held at 9:00 a.m. on Wednesday, May 17, 2017 on the front lawn of the Salem Public Library located at 28 E. Main Street, Salem, VA 24153. Bidders MUST attend this meeting to submit a bid. 

The Successful Bidder agrees to complete the Work within one-hundred and twenty (120) consecutive calendar days from the issuance of the Notice to Proceed.

Each bid shall be accompanied by a bid security in an amount equal to at least five percent (5%) of the largest amount of which BID is made and, at the option of the Bidder, may be a certified check, bank draft, or bid bond. No bid will be considered unless it is so guaranteed. Certified check or bank draft shall be made payable to the City of Salem. Cash deposits will not be accepted. The bid guarantee shall insure the execution of the Contract and the furnishing of a Performance Bond and a Labor and Material Payment Bond each in the amount of One Hundred percent (100%) of the Contract amount.

One (1) original and one (1) copy of the sealed bid will be received at the office of the Purchasing Department for the City of Salem until 3:00 PM on May 25, 2017 at which time the bids will be publicly opened and read aloud in City Hall, 114 North Broad Street, Salem, Virginia 24153.

The City of Salem reserves the right to reject any or all bids and to waive any irregularities or informalities in the bidding.       

No bid may be withdrawn after opening except for clerical errors, as set forth in Section 2.2-4330 of the Virginia Code. Bidder must give the City a notice in writing of the request to withdraw a bid within two (2) business days after conclusion of opening.
