Demolition Requirements

Structures

Required Documentation:

  • A signed and completed building demolition permit application.
  • A copy of the site plan or physical survey of the property.
  • If the building was built prior to 1985, a letter of asbestos inspection conducted by a certified asbestos abatement company is required.
    • Note: This does not apply to single family dwellings or residential housing with four or fewer units unless the demolition of such buildings is for commercial or public development purposes.

Demolition and Site Requirements:

  • Removal of all above-ground structure, foundations, footings, sidewalks
  • If sidewalks to be reused, this must be indicated on site plans.
  • Sewer line must be sealed. The end must have a post at the location with "sewer" written on it. Post must be installed so that it cannot be readily removed.
  • All debris must be hauled off-site.
  • Dust control must be implemented to avoid disturbing nearby properties.
  • Disturbed area must be stabilized, i.e. seed and straw, or hydro-seeding, etc.
  • Any grading outside the footprint of the building may require additional permitting. Please contact City of Salem Engineering for further info.

Septic System

  • Septic tank must be cleaned out of any residual sewage.
  • The top of the tank must be removed, drainage holes created in the bottom and the tank filled with sand, gravel or other similar materials. Soil is permitted for final layer of stabilization.
  • The area where the tank was located must be covered with soil and stabilized, i.e. seed and straw, or hydro-seeding, etc.
  • Any grading outside the footprint of the septic tank may require additional permitting. Please contact City of Salem Engineering for further info.

Fuel Storage Tank

  • Removal and disposal or abandonment of above-ground and underground tanks shall comply with Section 5704.2.13 of the Virginia Statewide Fire Prevention Code.
  • Persons closing regulated underground storage tanks (UST) containing petroleum are required to collect soil or water samples from locations where a release would likely be detected if one occurred. Samples collected during the closure of regulated USTs containing petroleum must be analyzed for total petroleum hydrocarbons using an appropriate EPA or DEQ approved analytical method. Refer to Virginia Department of Environmental Quality website for requirements.

Pools

  • Holes must be drilled throughout pool floor or the floor removed to allow drainage. Site inspection is required of the drilled holes or removal of pool floor.
  • If site will be built on, a certified compaction report from a Soil Engineer is required.
  • The stockpiling of the demolition or fill materials in the City of Salem right-of-way is prohibited. Any work within the City of Salem right-of-way requires a separate encroachment permit (contact Zoning Administrator).
  • Removal of all above-ground pool plumbing including pumps and heaters is required.
  • When the electrical sub-panel is removed, the electrical sub-feed conductors shall be removed back to the electric service supply location.
  • Conversion of the existing pool electrical system to any other use will required a separate permit and approval. An electrical inspection is required to determine if it is electrically safe.
  • Site inspection is required to verify drainage holes in the pool bottom before the pool is filled in.
  • After pool bottom is drilled/removed, add minimum 12-inch thick gravel bed of ¾-inch rock to insure proper drainage.
  • If debris is broken up and left in pool cavity, must be maximum 6-inch diameter sized pieces. Site inspection is required of the debris and size.
  • The pool must be filled in with dirt (compacted 90%) or gravel, or as specified in the soils report.
  • The discharge of pollutants to any storm drainage system is prohibited. No solid waste petroleum byproducts, soil particulate, construction waste materials, or wastewater generated on construction sites or by construction activities shall be placed, conveyed or discharged into the street, gutter or storm drain system.
  • Final site inspection required when work complete. If site to be built on, provide Soils Engineer report.
